I have an explanation that i like thematically and the bard is going to be alone on numerous occasions conflicting schedules running a multi campaign where the bard just pops in to the group. Is it terribly unbalanced to allow a bard to use inspiration bonuses on themselves from level 1. Each of them gains 5 temporary hit points.

Nearly every bard has the ability to spend a basic inspiration die on themselves in some way especially the lore bard who gets peerless skill at lvl14 which allows you to expend your basic inspiration to improve a skill check in the same manner it does your allies. The difference in phrasing is very small but important here.
If there is no such text it is deliberately so the bard can use it on themselves. A creature can have only one bardic inspiration die at a time. I know that each ally can only have one bardic inspiration at a time.
I can only use these a number of times equal to my charisma modifier and they come back after a long rest. There are quite a few bard inspiration abilities that exclude the bard in the text. Font of inspiration beginning when you reach 5th level you regain all of your expended uses of bardic inspiration when you finish a short or long rest.
When you do so choose a number of creatures you can see and that can see you within 60 feet of you up to a number equal to your charisma modifier minimum of one. The creature can wait until after it rolls the d20 before deciding to use the bardic inspiration die but must decide before the dm says whether the roll succeeds or fails.
